Institutional Capacity Building Programme

Institutional capacity building involves developing and strengthening an organisation’s internal systems, skills, and resources to enhance its effectiveness and sustainability. For local NGOs, this process is essential to equip them with the necessary skills, resources, and organisational structures to meet the same standards as INGOs, thereby levelling the playing field in securing funding and implementing impactful projects.

Why is the Institutional Capacity Building Programme needed?

Local NGOs and civil society organisations play a crucial role in addressing local issues, supporting societal development and responding to emergencies, but they face significant challenges in securing funding from larger donors. These challenges are often due to the rigorous requirements set by donors, such as detailed reporting, strict financial accountability, and comprehensive project management systems, which can be difficult for local NGOs to meet.  

The requirements set by donors are often well-intentioned, they aim to ensure projects are well designed, meet the needs of the community, and prevent corruption and misspending of crucial funds. However, as a result, despite their deep understanding of local needs, local organisations often miss out on essential funding opportunities, hindering their ability to create sustained impact. It is not that local organisations are not capable of performing these functions, it is often that they may lack the necessary resources, trained staff, and organisational infrastructure to fulfil such demands. Funding is needed to build this expertise, but funding is often not available or severely restricted until an organisation has the expertise and experience in place.  

Building institutional capacity is therefore essential for local NGOs to bridge this gap, put them on an equal footing with International NGOs (INGOs) and unlock the support needed to drive meaningful change in their communities. 

YVS’s work in the Institutional Capacity Building for NGOs in Gaza

The Youth Vision Society (YVS) Institutional Capacity Building Programme (ICBP) is a strategic programme designed to enhance the capabilities of NGO and civil society organisations in Gaza. The project aims to help local civil society perform their projects more effectively and sustainably.  

To ensure that the support we provide is aligned to the organisations’ mission and goals we conduct a strategic planning process and jointly develop a clear roadmap for the organisation. Key components include training and development to enhance staff skills, organisational development to improve structures and processes, and resource management to optimize the use of financial, human, and physical resources. Monitoring and evaluation mechanisms are crucial for tracking progress and assessing the effectiveness of capacity-building efforts.  

Additionally, upgrading technology and infrastructure, as well as engaging stakeholders, are essential for fostering collaboration and support. The benefits of such programmes include enhanced performance, sustainability, employee empowerment, better service delivery, and resource optimization. YVS leverages its 13 years of experience to guide Gaza-based NGOs through the service delivery process, incorporating its best practices developed over the years. 

Training and building of staff capacity covers various fields that enhance operational effectiveness and sustainability of the local organisations. These fields include governance and leadership, strategic planning, project management, financial management, fundraising and resource mobilisation, and monitoring and evaluation. Additionally, training covers human resource management, advocacy and policy influence, communications and public relations, technology and information systems, programme development and service delivery, and risk management and compliance. This comprehensive approach ensures that targeted NGOs are well-equipped to meet their goals, engage stakeholders effectively, and sustain long-term improvements. 

YVS provides local Gaza-based NGOs with modern furniture with the aim of contributing to facilitating workflow and service delivery. YVS provided high-quality furniture for these partner NGOs aiming at contributing to a comfortable and productive work environment, reducing physical strain and increasing employee satisfaction. 

YVS assists local NGOs with upgrading their technological infrastructure through implementing modern IT systems, software, and hardware aiming at enhancing productivity. This includes adopting project management tools, and financial management software to facilitate better planning, monitoring, and reporting. Also, YVS provides training focused on communication tools aiming at improving internal coordination and external stakeholder engagement.  

YVS provides local NGOs with comprehensive manuals and policies covering various aspects of NGO operations, including governance, finance, human resources, programme management, and risk management. These documents serve as important reference materials for staff and stakeholders, ensuring consistency and standardization in decision-making and operations. Additionally, they help mitigate risks, ensure compliance with legal and regulatory requirements, and uphold ethical standards and best practices.
